Bill was born in Oxnard, California. Brought up on Country Music during the 50's and 60's as a California kid with the influence of his mom and dad who both hailed from South Carolina, Bill says, "My dad would drive me up the long hill to my piano teacher's house while singing 'Waltz Across Texas' and 'It Wasn't God Who Made Honky-Tonk Angels!' " There was also a bit of Nat King Cole, Dean Martin and other artists thrown in to round things out.
Teenage years brought Rock'N'Roll band influence to add more flavor and background to Bill's playlist.
Bill joined the Army right out of high school and served for 22 years. Singing and playing in USO Shows in Korea, performing in duos and as a solo act throughout England and Germany, and representing Country Music in Germany and back stateside in Alabama, Bill Carter is now back home in Ventura County, ready to play for your next gathering - wherever you need his musical talent and good humor.
Bill plays for Assisted Living Communities, Nursing Facilities, Farmers' Markets, Private Parties.
